I should greatly regret to see Li sacrificed on such flimsy evidence and I share the view of His Majesty's Consul (see Tientsin telegram No. 466 to me paragraph 4) and that it would be damaging to morale of police.

2. If however [?authorities] propose giving way to Japanese on this point it will be, I submit, encumbent on His Majesty's Government to find other employment for this first-class officer.

3. Would there be any objection to my consulting Governor

of Hongkong?
